The elder of Shangde Peak, Chi Yan, who stood in a place farther away, furrowed his brows after hearing this; his empty sleeve ruffled without the aid of the wind.

There was indeed such a sect rule. If someone could obtain two-thirds of the support from all the peaks, he would be able to become the next sect master.
